〈Iさんの避難観測所〉は埼玉県の荒川流域にある市街地に建つ。車も人も行き交い街としての人気が高まっているが、自治体が定めているハザードマップによれば、台風や豪雨災害が発生して荒川が氾濫した場合、その市街地の大部分が3mを超える水深で浸水する危険性があるとされている。昨今、毎年のように全国各地で自然災害が起きていることからも、この地に住む人々はより危機意識をもって災害への備えがあることが望ましい。
建主のIさんは、同居する高齢の母親のことも考慮し、災害時には離れた公設の避難所へ向かって滞在することは精神的にも身体的にも負担がかかるだろうと、自宅の敷地内で避難が可能となるような居場所を求めた。
既存母屋2階の洋室から仮設のスロープを架けることで、車椅子でも進入することができる小さな部屋を南側の庭の上空につくった。部屋の床は地面から約4mほど高い位置にある。水害時には水圧を受け流し、一方で漂流物の衝突にも耐えるために、鉄骨トラスで組んだ450mm四方の1本柱がこの小さな部屋を支えている。
部屋の壁にはそれぞれ大きな開口を設け、屋根にもハッチ状の天窓を設置している。水害時に漂流物によってひとつの脱出口を塞がれても、他から逃げ出せるための備えである。結果的に、部屋は外の世界へ投げ出されたかのように開放的で、街の中をプカプカと漂うような浮世の感がある。建築というよりも宙に浮いた船の内部に近いかもしれない。外側は、全体が金属の質感を纏っているためにどこか屹立とした印象を与えているが、開口部が大きく地上からも部屋の中をいくらか覗くことができるので、孤立の印象も少ない。
この小さな建築の目的は上記のように災害時の避難であるが、日常的にはIさんの天体観測の趣味や休息のためのスペースとして使われることになっている。天窓のハッチを開け、望遠鏡を伸ばして北側の夜空を眺める。そして地上を行き交う地域の人々をぼんやりと眺めながら1杯。そんな余暇のための部屋でもある。
非常時への備えと、日頃の遊び。危機と余暇。生活の中で両者はまったく異なるものであり、触れ合うことはない。ただ、もしかするとどちらも機能の集積によって出来上がった合理的な日本の近現代住宅からは締め出され、放って置かれた人間の営みではないだろうか。庭の真ん中に建つこの小さな建築は、そうした人間生活の2つの極なる部分を抱え込もうとしている。（佐藤研吾）
A place for crisis and leisure that overflows from housing
“Evacuation observatory of I” is located in an urban area in the Arakawa River basin in Saitama Prefecture. Although the city is becoming increasingly popular as a place where cars and people come and go, according to the hazard map established by the local government, if the Arakawa River overflows due to a typhoon or torrential rain disaster, most of the urban area is at risk of being inundated by water over 3 meters deep. Given that natural disasters have occurred in many parts of Japan every year in recent years, it is desirable for people living in this area to be more crisis-conscious and prepared for disasters.
Considering his elderly mother, Mr. I, the owner, wanted a place where he could evacuate within the premises of his house, as it would be mentally and physically burdensome for her to head to and stay at a public evacuation center far away from the house in the event of a disaster.
By building a temporary ramp from a western-style room on the second floor of the existing main house, a small wheelchair-accessible room was created above the garden on the south side of the house. The floor of the room is approximately 4 meters above the ground. The small room is supported by a single 450mm square pillar made of steel trusses to absorb water pressure in the event of flooding and to withstand the impact of drifting debris.
Each room wall has a large opening, and the roof also has a hatch-like skylight. This is in preparation for the possibility of escaping from one escape route to another in the event of flooding, even if one route is blocked by drifting debris. As a result, the rooms are open as if they were thrown out into the outside world, and there is a sense of floating in the city. It is closer to the interior of a ship floating in midair than architecture. On the outside, the entire structure is clad in a metallic texture, giving it a towering impression, but the large openings allow for some peeks into the rooms from the ground, so there is little impression of isolation.
This small building’s purpose is to provide shelter in the event of a disaster, as described above. Still, it is used daily as a space for Mr. I’s astronomical observation hobby and for rest and relaxation. He opens the skylight hatch and stretches out his telescope to look at the night sky to the north. Then, he drinks while absentmindedly watching the local people passing by on the ground. It is also a room for such leisure time.
Preparedness for emergencies and daily fun. Crisis and leisure. They are two completely different things in life and do not come into contact with each other. However, both human activities have been shut out and neglected by the rational modern Japanese house, which is a product of the accumulation of functions. This small building in the middle of a garden is trying to hold these two extremes of human life. (Kengo Sato)
