地域に学びを与える学習施設

ルワンダの小さな田舎の村に建つ〈マソロ・ラーニング＆スポーツセンター（Masoro Learning & Sports Center）〉は地域住民に学習、遊び、健康のための安全で安心な環境を提供する、さまざまな施設を含んだ建築です。

地域の一般的な施設は塀で囲われているのに対し、建物や地形、植栽を利用することでセキュリティ性を確保しながら開放的な環境を提供しています。また、地域の住民を雇い建設作業を依頼することで、持続可能で耐久性のある建設技術を学ぶ機会にもなっています。

ルワンダとアメリカに拠点を置き、10年以上にわたって東アフリカのコミュニティと協働している設計事務所ジェネラル・アーキテクチャ・コラボレーティブ（General Architecture Collaborative、以下GACと表記）が設計しました。

ルワンダのなだらかな丘陵地帯に位置する〈マソロ・ラーニング＆スポーツセンター〉は、マソロという小さな田舎の村と周辺の地域住民とのパートナーシップのもとに設計・建設された建築である。センターには、図書館、教室、技術教育室、屋内外の運動スペース、コミュニティ教育用庭園、屋外シアター、バスケットボールコート、コミュニティサッカー場があり、地域住民は無料で利用可能となっている。〈マソロ・ラーニング＆スポーツセンター〉は、学習、遊び、健康のための安全で安心な環境を提供する、さまざまな施設の集合体となっている。

このプロジェクトの設計・施工において、「サステナビリティとは建物の性能以上のものであり、共通の建築環境を形成するための投資、統合、発展を通じてコミュニティを持続させる行為である」というスタンスをとっている。

地域にサステナブルな建設技術を伝承する建設

〈マソロ・ラーニング＆スポーツセンター〉は、建設において地域の作業者に持続可能で耐久性のある建設技術を学ぶ機会となるよう設計された。建設に際しGACは周辺地域から390人の作業者を雇ったが、そのうち半数以上が女性であった。また、雨水利用やバイオダイジェスター（食物などの有機物を生物学的に消化するシステム）など、オフグリッドのインフラも導入された。

要塞のような塀に囲まれた地域の一般的な施設とは異なり、〈マソロ・ラーニング＆スポーツセンター〉は建物、植生、地形を利用することで、安全性を確保している。地形を操作することで既存のサッカー場に屋外座席を提供するとともに、スポーツやコミュニティイベントといったさまざまなプログラムに対応できるよう計画している。掘削で出た余分な土は圧縮土ブロックとすることで、低負荷建築技術のトレーニングや将来の建設プロジェクトに活用することができる。

運営面も持続可能にするための取り組み

GACは、このセンターが現在だけでなく将来の地域社会のニーズにも確実に応えられるよう、地域のリーダーや教育・医療NGOと協力関係を結んでいる。センターのオープン後、GACは現地のマネージャーの雇用とトレーニングを進め、現在は彼らがセンターの運営と維持に当たっている。

パンデミック時には、このセンターが情報発信の拠点となり、コミュニティの安全と健康を保つために必要な物資を配給した。また、食料の入手が困難となった地域の母子の栄養失調のリスクを軽減するために、庭の収穫物を提供し、学校が閉鎖されても子どもたちが学び続けられるよう、図書館の本を提供した。

〈マソロ・ラーニング＆スポーツセンター〉の設計と建設において、地域社会全体を保護し、維持し、成長させるための機会を提供した。このセンターは地域住民のための共有地として根付き、現在ではセンターの運用方法は地域で決定している。

The Learning & Sports Center
General Architecture Collaborative

Full Project Description
The Learning and Sports Center is located among the rolling hills of Rwanda near the rural village of Masoro. The Center provides a library, classrooms, technology education rooms, indoor and outdoor exercise spaces, community teaching gardens, outdoor theaters, a basketball court and a community soccer field, all of which are accessible to community members free of charge. The project is a collection of interior and exterior spaces that provide a safe and secure environment for learning, play, and wellness.

During the construction period, GAC hired 390 builders from the surrounding region, 54% of whom were women. They received pension contributions, breakfast and lunch, as well as safety training and equipment. The project’s development and construction process was designed to offer community builders training opportunities in sustainable and durable construction techniques which included ModernBrick construction methods, modified recycled bitchumen roofs, site harvested stone foundations, and woven walls, doors and ceiling surfaces which use local grasses and bark. Off-grid infrastructures such as rainwater harvesting and biodigesters were implemented. Unlike typical institutions in the region which are surrounded by fortress-like walls, the Center uses parameter buildings, vegetation, and landforms to create a sense of security across multiple small courtyards and exterior spaces. Topographical changes were used to provide seating, differentiate programs, and define an existing soccer field for sport and community events. Excess soil from excavation was turned into compressed soil blocks for future construction projects and low-impact building techniques training.

GAC partnered with community leaders as well as education and healthcare NGOs to ensure that this center meet current and future community needs. After opening, GAC facilitated the hiring and training of local managers who now run and maintain the center. During the pandemic, the center became a hub for disseminating information and distributing supplies necessary for keeping the community safe and healthy. The harvest from the gardens was given to reduce the risk of malnutrition in local mothers and their children when access to food became difficult, and books in the library were accessible to children, so they could continue to learn when schools were closed.

The Center’s inclusive design and construction process created a place which the entire community is now invested in protecting, maintaining and growing. Today, community members decide collectively how to use the center, as a shared common.
