〈赤松防災拠点施設〉は、徳島県南部の美波町の山間部にある防災拠点施設である。
地域の方々とのワークショップを重ね、防災機能にとどまらず、地域の歴史・伝統芸能の展示スペースや集落が運営する宿泊施設として日常的に使うことで、非常時の防災力強化につなげたいと考えた。
敷地は廃校になった小学校跡地で、古くから集落の中心であった。建物を覆う大屋根、隣りの神社などを参照した唐破風のある立面など、ワークショップの中で、集落の新しい拠点のイメージを確認しながら決定した。
1階はオープンな集会施設であり、間仕切ることで複数の団体が同時に利用できる。外周の深い軒下空間には、かつて小学校に植えられていた桜の木を活用したベンチを置き、半屋外的な居場所とした。庭のBBQコーナーや五右衛門風呂は、防災設備も兼ねている。
2階は宿泊室であり、神社参道からブリッジで直接アプローチすることができる。吹き抜けを囲むように配置した太鼓や法被、浄瑠璃人形は、地域の歴史的な資料であり、現在も祭事で使われているものである。これらに加え、地域の石が埋め込まれた土間、参道の杉で制作した家具、小学校の桜で染めたカーテンなど、地域文化をさまざまな方法で取り入れている。（丸山美紀）
Disaster prevention facility with Karahafu that improves emergency preparedness through daily use
This project is located in the mountainous area of Minami-Cho in the southern part of Tokushima Prefecture.
After a series of workshops with local residents, the idea was to use the facility not only for disaster prevention but also for daily use as an exhibition space for local history and traditional performing arts and as an accommodation facility run by the community, thereby strengthening disaster preparedness in the event of an emergency.
The site is the former site of a closed primary school, which has long been the center of the settlement. The large roof covering the building and the elevation with a Karahafu, referring to the neighboring shrine, etc., were decided upon during the workshops, confirming the image of a new base for the community.
The ground floor is an open meeting facility, which can be partitioned to allow several groups to use it at the same time. Benches made from cherry trees that were once planted in the primary school were placed under the deep eaves of the perimeter to create a semi-outdoor space. The BBQ corner in the garden and the Goemon bath also serve as disaster prevention facilities.
The second floor houses the accommodation rooms, which can be directly approached by a bridge from the shrine approach. The drums, happi coats, and joruri puppets arranged around the atrium are local historical relics and are still used in festivals. In addition to these, local culture is incorporated in various ways, such as the cement floor embedded with local stones, furniture made from cedar from the approach to the shrine, and curtains dyed with cherry blossoms from the primary school.
