敷地はかつての天井川の川底であった。天井川は国道やJR東海道線も横断し宙を走る川である。大雨による堆積を繰り返し、それに伴う堤防帯の上昇により、川は周辺の建物より高く成長し、やがて新しく整備された河川に付け替えられた。
草津川跡地公園内に3棟の商業建築を設計した。琵琶湖のほとりに伝わる葦葺き屋根の素形が現代によみがえり、大小3棟により集落のような場がつくられた。何か懐かしく親しみを感じるのは私たちが見たことがある風景がそこにあるからだ。茅（カヤ）葺ではなく琵琶湖周辺は葦（アシ）葺きだったが、これらの葺き屋根の素形が発展したのは、そこにある材料を安定した方法で採取し積み重ね、屋根をつくったからだ。決して屋根という形をつくることを目的としたのではなく、その時代、その土地で建築をつくる方法を考え、今入手できる材料・工法を積み重ねる。材料や技術は違っても合理的に空間がその場所に立ち上がってくる。それは人の営みに寄り添ったものであるから、たとえ時代が変わっても人々に訴えかける素形をつくり出す。
屋根の下ではそれぞれのテナントにより多様な機能と空間が展開する。商業施設独特の物事の散在がそこにはあるが、それもまた多様性であり、雲のようなトラスによる構造体の中にすべてが融け込む。人々はこの地に引き寄せられ、かつて天井川により分断されていた町の結節点として場は機能する。（森下 修）
A commercial facility resembling a reed-roofed village where gather in an abandoned river
The site was at the bottom of the former ceiling river. The ceiling river is a river that runs in the air across national roads and the JR Tokaido Line. Due to repeated accumulations due to heavy rain and the accompanying rise in the embankment zone, the river grew higher than the surrounding buildings. It was eventually replaced by a newly constructed river.
We designed three commercial buildings in the Kusatsu River Ruins Park. The shape of the reed roof transmitted to the shores of Lake Biwa has been revived to the present day, and three large and small buildings have created a place like a village. I feel nostalgic and familiar because there is a landscape we have seen. The area around Lake Biwa was not thatched, but reed roofs, but the reason these reed roofs developed was that the materials there were collected and stacked stably to create the roof. The purpose was not to make the shape of the roof but to think about how to make a building on the land at that time and to accumulate the materials and construction methods that are available now. Even if the materials and technologies are different, the space will rationally stand up in that place. Since it is close to people’s activities, it creates a form that appeals to people even if the times change.
Under the roof, each tenant develops various functions and spaces. There are scattered things unique to commercial facilities, but they are also diverse, all blending into a cloud-like truss structure. People are drawn to this area, and the place functions as a node of the town that was once divided by the ceiling river. (Osamu Morishita)
