「常盤橋タワー」に続く、常盤橋地区の再開発プロジェクト「TOKYO TORCH」第2弾となる下水道局棟である。1931年からこの地で稼働していた銭瓶町ポンプ所の機能を維持しながら建設・更新する計画であり、地下3階から1階にポンプ所機能、4階から8階に下水道局関連の事務機能が入る。
JR線からの視認性が高い立地において、建物のコーナー部を大きくラウンドさせた印象的で特徴のあるフォルムとした。環境負荷が大きいコーナー部に向かって庇の出が大きくなるよう変化させ熱負荷を軽減。
低層部は伝統的に下水道の管渠に用いられていたレンガタイルを採用し、下水道施設としてのアイデンティティを表現。1階が高い壁となるポンプ所であるが、下水道をアピールするショーケースを設け、ポンプ所機能に必要な搬入口やガラリを必要な場所に配置し、それらを不規則に見せ圧迫感を軽減するよう配慮した。
建物における冷暖房用の熱源として下水熱を活用。気温と比べて「夏は冷たく、冬は暖かい」下水の温度特性を利用し、環境負荷の低減に寄与している。

A complex building combining a sewage pumping station and offices
This building serves as the second phase of the “TOKYO TORCH” redevelopment project in the Tokiwa-bashi district, following the “Tokiwabashi Tower.” The plan involves constructing and renovating the facility while maintaining the operations of the Zenigamecho Pumping Station, which has been in operation at this site since 1931. The pumping station functions will be housed from the third basement level to the first floor, while the administrative offices of the Bureau of Sewerage will occupy the fourth through eighth floors.
Given its high visibility from the JR line, the building features a striking and distinctive form with a significantly rounded corner. The awning overhang increases toward the corner—an area with a high environmental load—to reduce thermal stress.
The lower sections incorporate brick tiles traditionally used for sewer pipes, expressing the building’s identity as a sewer facility. Although the first floor is a pump station with high walls, a showcase highlighting the sewer system has been installed. Loading docks and grates necessary for pump station operations are strategically placed where needed, and their irregular arrangement is designed to reduce a sense of confinement.
Sewage heat is utilized as a heat source for the building’s heating and cooling systems. By leveraging the temperature characteristics of sewage—which is “cool in summer and warm in winter”—the system helps reduce environmental impact.
